Provided is an electrically non-conductive tool holder capable of being self-secured to the fiberglass boom of an aerial ladder comprising (1) a strap, (2) a means for tightening the strap comprised of a lever arm and retaining means each secured to the strap, and (3) a tool holder comprised of a flexible, bent biasing spring plate member having a looped tool holder strap extending between the bent sides of the plate.
