The first aqueous phase comprises a surfactant, a salt and water. The second aqueous phase comprises a polymer, a salt and water. The molality of the salt of the first aqueous phase differs from that of the salt of the second aqueous phase by less than 6%. The weight percent of water in the first aqueous phase differs by at least 5% from that of the second aqueous phase. The viscosity of the first aqueous phase differs from that of the second aqueous phase by less than about 25%. Preferably, the polymer in the second aqueous phase is a high solution viscosity polymer having a 1% viscosity at pH 7 of greater than 750 centipose.
