A method of presenting information to an administrator. The method includes the steps of accessing a library of actual expenditures on health care by an organization, generating a baseline based on the actual expenditures, enabling an administrator to reconfigure a health benefit plan and generating a display with impact information resulting from the administrator reconfiguring the health benefit plan.
