For “Meritorious service while serving as Senior Enlisted Leader and Substance Abuse Rehabilitation Program Counselor, Directorate for Primary Care, Naval Medical Center, San Diego, California from January 2002 to September 2005. Senior Chief Wilson facilitated and counseled over 400 active duty and family members, returning over 95% to the fleet and their families. As Command Outreach Coordinator, he conducted monthly meetings for Drug and Alcohol Program Advisors, local area commands and their families, providing increased awareness, knowledge, understanding and cooperation throughout the area on the services and capabilities of the program. He implemented a departmental mentoring program, increasing staff knowledge on writing and submitting evaluations and awards. His superior performance of duty during this tour is the culmination of a distinguished 24-year career of honorable and dedicated Naval service. Senior Chief Wilson’s distinctive accomplishments, unrelenting perseverance and steadfast devotion to duty reflected credit upon himself and were in keeping with the highest traditions of the United States Naval Service.

Chief Wilson performed his duties in an exemplary and highly professional manner. As Maintenance and Material Management Coordinator he implemented training and quality control programs to improve the level of knowledge and technical proficiency of 25 Work Center Supervisors. As Leading Signalman he led inport exercises and underway visual communications during replenishment evolutions ensuring the flawless performance of all assigned tasks. As Command Career Counselor he tirelessly communicated with detailers to ensure 300 sailors received the best possible orders in conjunction with the Mount Hood’s decommissioning. Chief Petty Officer Wilson’s initiative, perseverance and loyal devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service."

Chief Wilson flawlessly managed all aspects of underway operations despite having no previous Quartermaster experience. He took charge of the Seamanship Training Team and developed several quality drill packages resulting in a highly trained and ready to respond crew. Chief Wilson was hand-picked to manage the Shipboard Restricted Availability Office. He ensured all aspects of the work package, ships’ force work and Quality Assurance was managed and properly addressed. Chief Wilson’s professionalism and devotion to duty reflected credit upon himself and were in keeping with the highest traditions of the United States Naval Service."
